When Cassandra encounters a new source of uncertainty it adds a
decision-step to the plan to represent the act of determining
which path through the plan should be followed during execution. The
following ordering constraints are added to the plan at the same time:
- The decision-step must occur after the step with which the
uncertainty is associated;
- The decision-step must occur before any step with a precondition
whose achievement depends on a particular outcome of the
uncertainty.
